Learning Power

This discussion paper considers how learning can improve opportunities and life chances for all citizens, especially the poorest. A national strategy for learning and skills should set the vision, direction and resources for people to develop their talents and make the world a better place. In particular, it should clearly show how it will end poverty and social exclusion.
